Lieutenant Timothy Shea has been with the Jacksonville Police Department since 1985 and is currently assigned to day shift as the Administrative Lieutenant. Lt. Shea was promoted to Sergeant in March of 1988 and to Lieutenant in April of 1994. Lt. Shea is in the process of making sure the departmental policies and procedures are up to date and in compliance with State laws and regulations. Lt. Shea has completed several advanced training classes, some of these classes are: Seminars on Domestic Violence, Supervision of Employees, Breath Alcohol Testing Operator Course, Community Relations, Radar Certification Course, Fingerprinting, Community Oriented Police Training, Executive Development, Firearms Training Simulator, Tactical Risk Management, Investigating Officer Involved Shootings and Other Critical Incidents, and Electronic Recording of Interrogations. Lt. Shea is also the Public Information Officer for the Department and is in charge of the Special Response Team.

Lieutenant Brian Coultas, serving since 1988, will be in charge of the second night shift. Lt. Coultas was previously assigned to the Jacksonville Police Department canine unit from 1992-1997. Lt. Coultas has continued training in some of the following areas: Breath Alcohol Operator, At-Scene Accident Investigation, Certified Juvenile Officer, Community Relations, Verbal Judo, Use of Force, Radar Certification, Police Canine Patrol and Narcotics Detection, Drug Interdiction, Death Investigation/Crime Scene Preservation, Advanced K-9 Training and Certification, Political Activist/White Supremacist Group Awareness, 40 hours in First Line Supervisory Specialist, Citizens Police Academy Coordinator Certification, Firearms Training Simulator, Critical Incident Response Training, Tactical Risk Management, Small Police Agency Management, Leadership/Supervision for Law Enforcement, National Citizens Police Academy Conference, Unified Statewide Anti-Terrorism Training, Domestic Violence Prevention, and Project Lifesaver Electronic Search Specialist and Instructor. Lt. Coultas is in charge of the Directed Response Team. |
Lt. Joe Tapscott started with the Jacksonville Police Department in 1990 after graduating from Lincoln Land Police Training Center and is currently assigned to the night shift. Sgt. Tapscott was promoted to Sergeant in 1998, and Lieutenant in 2006. Lt. Tapscott has attended numerous courses on police supervision and leadership. Lt. Tapscott is a certified Breathalyzer Operator, RADAR and LASER Instructor, Juvenile Officer, and assigned to Illinois School for the Deaf. |
Lieutenant Neil Snelling is currently in charge of the Investigations Division and has been with the Jacksonville Police Department since 1974. Lt. Snelling was promoted to Sergeant in 1984, then to Lieutenant in 1987. In 1997, Lt. Snelling was assigned to the Investigative Division as Lieutenant Commander. Lt. Snelling has participated in several extended training courses including: the 179th FBI National Academy, Durham England Exchange between officers in 1979, Juvenile Officer, Reid Interview, Criminal Investigations, Hostage Negotiations, Internal Investigations, Sex Crimes, Street Gangs, Community Oriented Policing, Unified Command, Critical Incident Response, Northwestern Supervisory School and Underwater Search and Rescue. |
| Sgt. Bill Kruzan started with the Jacksonville Police Department in 1990. Sgt. Kruzan is a certified Police Cyclist, Breath Analyzer Operator, and Juvenile Officer, currently working day shift. Sgt. Kruzan has also attended several courses on police leadership and management, Driving Under the Influence Laws and Updates, Enforcement of Underage Drinking Laws, and Methamphetamine Awareness. |
Sgt. David Kruzan has been employed at the Jacksonville Police Department since 1994, and was promoted to Sergeant in 2000. Sgt. David Kruzan is currently on the day shift, from 6 a.m. to 6 p.m., and is in charge of the Citizens Police Academy. |
| Sgt. Chris Johnson was hired with the Jacksonville Police Department in 1995 and promoted to the position of Sergeant in 2004. Sgt. Johnson is currently a day shift supervisor from 6 a.m. to 6 p.m. |
Sergeant Rodney Cox started with the Jacksonville Police Department in 1996 and was promoted to the position of Sergeant in 2006. Sgt. Cox is a member of the Special Response Team and serves as a Team Leader. Sgt. Cox is a night shift supervisor working from 6 p.m. to 6 a.m. |
Sergeant Sean Walker has been with the Jacksonville Police Department since 1998 and previously served with the South Jacksonville Police Department. Sgt. Walker was promoted from Patrolman to Sergeant in 2006. Sgt. Walker currently works the night shift, supervising personnel from 6 p.m. to 6 a.m. |
| Sgt. Adam Mefford is the department's newly promoted Sergeant, being promoted from Patrolman to Sergeant in December of 2007. Sgt. Mefford was hired with the Jacksonville Police Department in 1999. Sgt. Mefford holds a Bachelors Degree from Illinois College and is a Team Leader with the Special Response Team. Sgt. Mefford currently is a day shift supervisor from 6 a.m. to 6 p.m. |
